How to do this (more or less) in photoshop:

[Splatter and Background light]

You go create yourself a custom snow/dust/debris brush ( Tutorial here: https://www.youtube.com/watch?v=OZnjyfQxHBQ) and paint one layer with it. You duplicate this layer, and gaussian blur it by a few pixels. And you might need to decrease the opacity of both of these layers. 

You create another layer, where you fill two big parts of your screen by using the same brush, though not as scarcely as before. You gaussian blur this one really hard and decrease the opacity a bit. You might change the color of it to your liking.

[Vertical Lines]

I had planned to use selfdrawn wings, but they turned out to look kinda different from what I wanted them to be, so I motion blurred them several times, duplicated the motion blurred layers and merged them again. I then grabbed one of my older wallpapers (but any colorful wallpaper will basically do), which was a space wallpaper (https://wall.alphacoders.com/big.php?i=933116    <- this one) and connected (?) it by pressing ALT+Left Mouse Button in between the space-wallpaper and the motion blurred wings layer. 

[Text]

I wrote some text, duplicated and rasterized that layer like 4 times. Then I gaussian blurred each of these layers by a different value (say 40px, then 30px, the next 18px, the last 8px). I put the original text layer on top of these.

[Color everything else]

To top everything of, I used a Hue/Saturation adjustment, then a Curves-one, another Color-Lookup, Curves, Color Lookup, Curves, Color Lookup. Curves and Color Lookup were always done at opacities of around 30%-50%.
